It was headed by a directory of five people whose names were known only to the secretaries of the four provincial committees. WebSurrender and Regrant was the beginning of the Brits trying to rule Ireland with an Iron fist as opposed to simply claiming lordship of the land through Strongbow. Surrender and regrant was implemented over 15 years before the first plantation, which is the point I'm making with about Tudor conquest.
