The problem arises when I use VFIO to do pci pass-through for the vega 56 card to a vm. This effectively disables my vega gpu during boot and the rx 480 is the only accessible card.

WebYes you can use AMD GPU on Linux to do H.264 no problem. Just need to make sure Mesa is installed. Now if you want to do HEVC encoding then you will need Mesa 20.1 or higher to get HEVC/H.265 support. Then you just need to make sure ffmpeg is compiled with VAAPI support and H.264 and HEVC codecs.
